A leading manufacturer of beauty, skin-care, and personal-care products has strengthened its roots in Lackawanna County with the opening of a $60 million, 200,000-square-foot facility at Scott Technology Park.
Kolmar’s new campus, the company’s second within the park, will create 280 new jobs while retaining 290 existing positions, according to state officials.
Originally announced in 2019, the project was supported by an incentive package from the Pennsylvania Department of Community and Economic Development, including $480,000 in Job Creation Tax Credits (JCTC) and a $126,000 WEDnet grant to train workers. The site’s Keystone Opportunity Zone (KOZ) designation has also delivered $4.6 million in tax benefits.
Kolmar executives, state leaders, and members of the local business community gathered Wednesday for a ribbon-cutting ceremony celebrating the facility, which houses new administrative offices and advanced manufacturing capabilities.
“This is not just the opening of a manufacturing facility, it’s the celebration of vision, opportunity, and partnership,” said Yoon Sang-hyun, vice chairman of the Kolmar Group. “When we chose to establish operations in the Scranton area in 2016, we were drawn by its market access, room for growth, skilled workforce, and strong support from state and local governments. This community has truly welcomed us, and we’re excited about what lies ahead.”
Michael Giannetta, chairman of the Scott Township Board of Supervisors, praised the Scott Technology Park as a “huge asset” to the region since its opening in 1990.
“The vision behind this park was to create a hub for job development and economic growth, and today that vision has become reality,” Giannetta said. “Kolmar has been a valued member of our community since 1993, not only as a major employer, but as a good neighbor who supports local initiatives like our police department’s K-9 unit and annual children’s Halloween event. We’re thrilled they chose Scott Township for this expansion.”
Bob Durkin, president and CEO of the Greater Scranton Chamber of Commerce, said the technology park has flourished after an initial slow start.
“The park was always envisioned as a center for quality manufacturing, research, and development,” Durkin explained. “It took some time, but today nearly 800 jobs are based here - and Kolmar’s growth is a big part of that success.”
Looking ahead, Kolmar plans to develop a full cosmetic industrial complex in Northeast Pennsylvania, attracting supply chain partners and positioning the region as a hub for innovation in the beauty industry.
“The facility sets a benchmark for excellence in beauty manufacturing,” Yoon said. “We built this not just to meet expectations but to exceed them. We see Northeastern Pennsylvania as the future center of cosmetics innovation in North America, and this investment marks the beginning of a long-term commitment to growth.”
